Open Insert Special Characters - the Insert button is inactive
Click in the Decimal field and delete it with Backspace - it gets to 13. Insert is stil inactive.
Click Cancel
Open Insert Special Characters 
Issue: the Insert button is active

I can reproduce with version 5.4.1.2 and asian font:

Open Insert Special Characters - the Insert button is inactive
change font to MS JhengHei
Click in the Decimal field and delete it with Backspace - write 13. Insert is stil inactive.
Click Cancel
Open Insert Special Characters 

but cannot repro with Version: 6.0.0.0.alpha0+

the dialog is reworked in dev version. Closing as worksforme.

Please, could you test with dev version? Setting bug as WFM, set as unconfirmed again if problem still occurs in dev version.
