Tooltip is shown when the mouse pointer is at the bottom border of the tool or at the top border of the lower tool.

Steps to Reproduce:
1.Open writer or any Libra office

Actual Results:  
Move the mouse pointer to center of a tool

Expected Results:
No tool tip is visible

Reproducible: Always

User Profile Reset: No

Additional Info:
Tooltip is visible when mouse pointer is move down and when it is near to the bottom border of the tool.
