The attached file uses a outline numbering style, which is set on the master slide. The second slide has the purpose to make sure, that you do not change the master, but make a hard formatting on the first slide.

I do not give a very exact description, otherwise you would not see the need of the enhancement. 
1. Go to first slide.
2. Change the second level of the entire outline to use small bullets instead of numbers.
3. Promote the third line to level 1.

Do you now get A, B, C on first level lines?

If not, then you need such option too.

I can do that by using the Format > Bullets and Numbering dialog, without affecting slide 2:
1. format > bullets and numbering
2. Level: 2; Type: bullet; Relative size: 50%; Scope: Slide
3. Click in third line; use "Promote outline level" in Properties sidebar deck

What specifically were you seeing as missing, Regina and Heiko?
