After installation of LO v5.4.1.2 on Windows 10, When I click on Help:Libre OFfice Help I get the message 'The LibreOffice built-in help is not installed on your computer.'

This occurs on Calc, Draw and Writer.

IF the help files are installed, in what directory are they located?

It's not bundled with the installer, just download from http://www.libreoffice.org/download/download/. 
That's not bug so please don't report. You may ask on ask.libreoffice.org
