I have two keyboard layouts (Russian and English), I use Alt+Shift to switch between them. In English layout pressing arrow keys selects adjacent cell (as expected). However, in Russian layout pressing arrow keys scrolls window.

Desired behavior: arrow keys to navigate between adjacent cells in all keyboard layouts

Sergey, it is problem with Scroll Lock indication of keyboard layout. Solving of this problem - http://forumooo.ru/index.php/topic,6302.msg41240.html#msg41240:

1. sudo your_text_editor_name /etc/default/keyboard
2. in string XKBOPTIONS="grp:alt_shift_toggle,grp_led:scroll" delete grp_led:scroll and save file.
3. sudo reboot
