It would be nice to be able to have a numbering system which allows this kind of numbering :

Part 1
Chapter 1
Chapter 2
Chapter 3

Part 2
Chapter 4
Chapter 5
Chapter 6

As for now, using the numbering chapter window, only two choices are available :

Part 1
Chapter 1
Chapter 2
Chapter 3

Part 2
Chapter 1
Chapter 2
Chapter 3

or this 

Part 1
Chapter 2
Chapter 3
Chapter 4

Part 5
Chapter 6
Chapter 7

The first numbering system I describe is really useful for PhD students, at least  those coming from the humanities.

Hi,
If I understand well your requirements, it is already possible to get such feature.
1. Numbering Heading 1 and Heading 3 as usual with Tools > Outline Numbering
2. Create a new style inherited from Heading 2 (lets call it Heading2bis)
3. Modify style Heading2bis: Outline&Numbering:
  - Outline Level = Level 2
  - Numbering style: Numbering 1
4. Modify List style Numbering 1 to look like you want

Example of Outline Numbering

If there are different Heading 2 in the same Heading 1, your Headings 3 will also continue their numbering through Heading. You then need to toggle Restart numbering.
