Description:
There are documents with the following date format "'DD.MM.YYYY". Libreoffice doesn't display signle quote and it doesn't sort correctly even if I set custom format manually.

All cells have text content, not numeric date serial content, thus are not dates.
Therefore you can change the (date) number format to anything but it is never reflected in the cell display. Sorting such cell content sorts it alphanumerically instead of date. Not a bug.
