Steps:
1. open writer
2. click down arrow of open split button
3. move mouse over a previously open file
4. move mouse left and right

Repro with the "Open" button. I found I have to move the mouse somewhat slowly to see the flicker.

It happens with all VCL backends, except GTK3 which displays no tooltips whatsoever.

I had a build with cherry pick cooking and can now confirm the fix!
