Hello, I think it's not problem of z-order( you can see rectangles), and not Android problem (the same in desktop version), but comparing to MSO it's a bug. Circles are not the same and rectangles are little shifted.

attachment 51511 [details] is what it looks like in MS Word 2010.
Attaching what it looked like in 4.2.0.4, which was the closest so far in Writer.

In 4.3 both circles disappeared. The point where they came back, but the outer circle is slightly off (inner circle is as wrong as before):

1. Download and install oldest version of LibreOffice (usually 3.3 unless your bug pertains to a feature added after 3.3) from https://downloadarchive.documentfoundation.org/libreoffice/old/

2. Test your bug
3. Leave a comment with your results.
4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
