steps:
1. open draw
2. insert a chart
3. exit chart edit mode
4. select chart
5. Modify > Flip > Vertically
6. Notice that it has changed to flip both vertically and horizontally
7. Modify > Flip > Horizontally
8. Notice it hasnt changed

This works correctly with images in Draw.

Repro using LO 6.1 master build, 4.0.0.3 / Windows 7.
