I don't see changes when ticked or unticked... In the Help it says "Activates the smooth page scrolling function. The scrolling speed depends of the area and of the color depth display" This description is very unclear. Is it even working? If so I can't seem to get what it does and how... I suggest either change the description in "help" or actually erase that option if it is not working. Bug 46988 includes a discussion of how scroll should work and why. One can argue about it being a bug or an enhancement. This thread (114835) instead is a real bug: 1) "Smooth scroll" is not working as intended (ie it does nothing) and 2) the help about it is very unclear. So I think they belong to separate cases. Even if this thread (114835) is resolved (ie in the case that "Smooth scroll" actually worked) the bug 46988 would still be unresolved because a decision has to be made about the default behaviour of the program.
Sure we could set this NEW, but issue remains as in bug 46988 which already points to the area of the code clearly needing attention. Fixing one will likely require fixing the other. Keeping this open just diverts attention QA and Dev. IMHO remains a DUPE
