steps:
1. open writer
2. tools > customize > keyboard
3. look through list and notice there is ctrl+' (QUOTERIGHT) but no ctrl+` (QUOTELEFT)

Assume the fix is to just add KEY_QUOTELEFT entries below each KEY_QUOTERIGHT entry in 
https://cgit.freedesktop.org/libreoffice/core/tree/cui/source/customize/acccfg.cxx

Muhammet, as you know the Customize dialog very well, maybe this issue is something you are willing to fix or to teach someone to do it?

Gabor Kelemen committed a patch related to this issue.
It has been pushed to "master":

tdf#115282 Add KEY_QUOTELEFT entries to the Shortcut keys list

It will be available in 7.2.0.

The patch should be included in the daily builds available at
https://dev-builds.libreoffice.org/daily/ in the next 24-48 hours. More

Affected users are encouraged to test the fix and report feedback.
