We are able to copy content from the created PDF file even though we have not done the following in Export as PDF:
Security (tab)
Set passwords
Set permissions password (after setting a password)
Content - Enable copying of content (unselected)
        - Enable text access for accessibility tools (unselected)

since OpenOffice 3.0.0rc now marted to solved at 6.X pufff Months have passed, this has been going on for several years and finally we have a marginal note, it is a "duplicate" problem, we are going so well that in a few years we will have a 0.01% advance in this bug!

ah! in "Guindows!" It works, that explains my sarcasm in the comment ..
