Steps to reproduce:
1. Open LibreOffice like 'instdir/program/soffice --safe-mode'
2. Click on 'Restart in Normal Mode'

Observed behaviour: Safe mode is displayed again

I realise this report is for Linux, but I have a similar problem with:

1.  Help->Restart in Safe Mode
2.  Choose  "Continue in Safe Mode"

2.  No obvious way to return to "Normal mode"

Important update in relation to previous comment 5.

Quickstarter was loaded (both with 6.3.3 and 6.4.0.0.alpha1 when Help->Restart in Safe Mode was used. After quickstarter was stopped, then LO restarts in "normal mode".

I do not know if this should be considered a bug, but I would not expect quickstarter to keep LO in safe mode on restart.
