Expected Behaviour:
Click + Drag should select a block of text, or move an object

Observed Behaviour:
Document scrolls as if being dragged via touch screen.

Additional Info:
 * Disabling touch features in Chrome via chrome://flags fixes the issue

System Information:
Windows 10, with Chrome 66.0.3359.170.
LOOL/Collabora used embedded in NextCloud 13
loolwsd 3.2.1-1 running on ubuntu 18.04

Could you please create and attach a screencast showing the steps?
There are various free screencast software available for use, including Camstudio (Windows), Jing (Mac), Simple Screen Recorder (Linux) or screencast-o-matic.com (Web).

I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' once the requested screencast is provided.
