Description:
Active/Expanded comment box doesn't adjust position when resizing the main window

Steps to Reproduce:
1. Open Draw in Windowed mode (relative screen filling)
2. Insert a comment
3. With the comment window still open -> Downsize the application window with the mouse. Notice the position of the Comment box


Actual Results:  
Comment box position is off

Expected Results:
Close the comment box when resizing the window (like previously) or a fix for the position of the comment box


Reproducible: Always

Maybe it is related to VclPtr work.
