Description:
No heading numbering for the second RTF-paste

Steps to Reproduce:
1. open attachment 143425 [details]
2. CTRL+A + CTRL+C
3. Open a new document
4. Special Paste RTF the content 2 times -> No heading numbering for the second paste

Actual Results:
No heading numbering for the second paste

Expected Results:
Heading numbering should continue


Reproducible: Always

I guess there are 2 issues here: 
- paste with numbering - which may be a regression because OO worked but there were changes during time how RTF paste worked this bug)
- continue numbering - which never worked.

Working on debian-buster in the daily Linux dbgutil bibisect
repository, I see that the pasted text has continued numbering in both
version 2018-08-15 and 2018-07-03.  The latter is:

    Version: 6.2.0.0.alpha0+
    Build ID: 5fce97a58b8f764e35bf98128591c9a89537da05
    CPU threads: 4; OS: Linux 4.17; UI render: default; VCL: gtk3; 
    Locale: en-CA (en_CA.utf8); Calc: group threaded

Is this perhaps a Window-only bug?

Demo compared in OO LO3.3 LO6.2 LO64+

This was marked regression, probably due to worse paste. 
Now in 6.4+ we are back as it was in OO. And that means first issue is resolved.
But it's not OK, numbering doesn't continue in RTF paste, unlike simple paste. 
So let's convert this bug to continuous numbering.

The pending issue from comment #6 seems to be solved since 24.8 commit:
