I guess there are 2 issues here: - paste with numbering - which may be a regression because OO worked but there were changes during time how RTF paste worked this bug) - continue numbering - which never worked.

Working on debian-buster in the daily Linux dbgutil bibisect repository, I see that the pasted text has continued numbering in both version 2018-08-15 and 2018-07-03. Created attachment 154866 [details] Demo compared in OO LO3.3 LO6.2 LO64+ This was marked regression, probably due to worse paste. Now in 6.4+ we are back as it was in OO. And that means first issue is resolved. But it's not OK, numbering doesn't continue in RTF paste, unlike simple paste. So let's convert this bug to continuous numbering.
