No scrollbars

As the widget does not have vertical scrollbars, unless you have an enough height screen, you can only add properties, but it is almost impossible to edit the old ones in the middle of the list.

Could you please try to reproduce it with a master build from http://dev-builds.libreoffice.org/daily/master/ ?
You can install it alongside the standard version.
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the master build

Do you reproduce it if you launch LibreOffice like: SAL_USE_VCLPLUGIN=gen soffice ?

If I start libreoffice with:
SAL_USE_VCLPLUGIN=gen soffice
the scrollbar is there.

The problem is within the KDE Widget style of GNOME/GTK Applications Breeze, it is there with the style adwaita.
Reopening in KDE.
