In order to reproduce: [1] Start LibreOffice and create new XML Form Document: File > New > XML Form Document [2] Display Options Dialogue: Tools > Options… LibreOffice Writer options are not available here. Expected: Available Writer options. Bug exists in all LibreOffice versions (Win 10). Hence inherited from OOo.

I'm afraid it is correct. XForms do not need/offer Writer features https://help.libreoffice.org/6.1/en-US/text/shared/guide/xforms.html IMHO => WF

Why should Writer options be available for a xml form document? It's the same behavior as it is from Base form documents. Writer won't be shown there also, because many of the entries will have no effect in this form documents.
