demote / promte sidebar items don't work

when you draw a Textbox in draw and add there defaultbullet you can't demote/promote the bullets with the actions in the properties / paragraph sidebar

repro with LO 6.2, Linux

Works in 5.1, regression

I think it never worked...

I can reproduce the problem back to

Version: 5.2.0.0.alpha0+
Build ID: 3ca42d8d51174010d5e8a32b96e9b4c0b3730a53
Threads 4; Ver: 4.10; Render: default; 

and in

Version: 5.0.0.0.alpha1+

the button are not there yet.
We should bisect with 5.1 repo when the buttons were introduced...

These buttons only work with special "outline" text boxes, not with normal text boxes. i.e. in Impress from the menu choose Slide > Layout > Title, Content. It will replace the big text box (that has "Click to add Text") with an outline text box, which will work with the sidebar buttons. When selecting such text box, the status bar says that "Outline Text selected", while for normal text boxes it says "Text Frame selected".
