Does it happen if you run LibreOffice in Safe mode, Help - Restart in safe mode and then Continue in safe mode?
Numerous clients who utilized Windows Update to introduce the most recent Windows refresh are running into issues. Windows 10 has a work in troubleshooter that can help distinguish any issues. Despite the fact that the Windows 10 October 2018 Update is here https://hpetechnicalsupportnumber.com/hp-customer-care-number/
