Description:
Laggy behavior pressing paste (CTRL+V) repeatedly in a document containing a large amount of comments

Steps to Reproduce:
1. Open the attached file
2. Select Paste this & Copy it
3. Press CTRL+V repeatedly (say 15 times in a row) 

Actual Results:
Paste slows down noticeably


Expected Results:
More responsive behavior


Reproducible: Always


User Profile Reset: No

Bisected the immediately noticeable slowdown to:
