I have tested this in LO 3.3.0 (64-bit Linux) and ctrl+shift+v works, ie this is a regression. I also found that it only applies when pasting to a bullet line. If the string contains a newline pasting will work. Pasting japanese text will also work, and pasting alphabet characters into japanese text does not trigger the bug. To show the pasted hidden text, there is no need to change slide. It is enough to press Enter or Escape.
I couldn't reproduce in Linux Ubuntu 18.04 with 6.2 and 7.0+.
