When standard number is used then yes no correct filling, but selecting time like [UU]:MM:SS in exp D1 and then drag down with the mouse then there is the correct value in the cell's

01:00:00
25:00:00
49:00:00
73:00:00
97:00:00

So for me not a bug

I reproduced it in the following environment.

Debian jessie
Version: 6.1.0.3
Build ID: efb621ed25068d70781dc026f7e9c5187a4decd1
CPU threads: 4; OS:Linux 3.16; UI render: default; VCL: gtk2;
Local: ja-JP (ja_JP.utf8); Calc: group threaded

I think that addition of 24 hours in each row is not expected result.
I think that expected result is to add each row by 1 hour or 1 second.

01:00:00
02:00:00
03:00:00

or

01:00:00
01:00:01
01:00:02

"Fill Series" dialog

I tried looking for a workaround.

But, It seems that it can not set hour, minutes, seconds by "Fill Series" dialog.

Menu [Sheet]-[Fill Cells]-[Series...]
Comment 5 Xavier Van Wijmeersch 2018-08-26 14:20:46 UTC
@Shinji Eniko

With the fill series, yes you cannot set it per hour or minutes
The mp4 shows dragging with a mouse and i mist the point of the reporter
Workaround is exp in A1 type 1:00 and then in A2 2:00 select them and drag with the mouse down, then you will have a fill by hour etc.
Maybe a future request for filling per hours in Sheet -> fill cells -> series
