It is possible to change the language of the current document in “Tools → Language → For All Text”.
From a command line, it is possible to execute LibreOffice with a desired language for the UI with the argument “--language”.

It would be very appreciable to be able to choose the language of the document which will be created by the execution of LibreOffice through a command line.

As this is about adding a new parameter, let's consult UX. I am sure there are thousands of things we could add to the command line as parameters...

For now, one could achieve this by using templates where the language is set (perhaps using shell scripting to modify it on demand) and opening with -n parameter

Agree with Buovjaga that keeping things simple is paramount. Any objection to WONTFIX? Naown, can you live with this "workaround"?
