simple demonstration of the bug in question

I have a table of contents at the beginning of a document. When I click updated index, it adds entries to the index which should not be there..

I'm enclosing a simple .odt which demonstrates this problem.. the lorem ipsum text should not be in the TOC as it is simple text body, not a header...

body text in file has some manual formatting. 
Select this paragraph and press Ctrl+M (Clear Direct Formatting). 
Then update Index of TOC (right click on TOC->Update Index)
TOC will have only headers

Status->NOTABUG

I don't think I fully understand why this is not a bug.. Yes, there was manual formatting within the paragraph, but I have manual formatting throughout my whole document and that doesn't get included in the TOC.. Can you please explain why this particular manual formatting is being included in the index? What inherent logic is there to that?

It shows "Text Body" for the paragraph in question, and to my understanding, "text body" should not be included in the index, or perhaps I am not understanding something.. that's always a possibility!!

just simple stuff like changing the font, bolding, italixing etc.. or is that not what is meant by manual formatting?

Sorry, what do you mean by that I can't confirm my own bugs? Doesn't the uploaded document confirm that it's a bug? the paragraph in question is not a header, it is formatted as "text body" Please explain why if it is the case that this should be included in the index, because I do not understand how that makes sense?

Refining the problem

I'm attaching another file.. It is clear here that the part included in the TOC is all "text body" .. no header, and yet it is STILL included in the TOC.. Sure one might select it and control M it and the problem disappears, but I can't see how that explains why it is there in the first place? If this is NOT a bug, could some kind soul please explain why writer behaves the way it does because it doesn't seem to be rational to me..

The paragraph has direct setting of "outline level 2" in tab "Outline & Numbering" in its properties. Set it back to "Text body", and the paragraph will no longer be listed in the TOC.

This feature is needed for to include a heading of parts like appendix, foreword or subject index into the TOC, although their heading does not have one of the styles, which are assigned to an outline level in Tools > Chapter Numbering.

Regina, thank you very much for taking the time to explain that to me. I have no idea how the level 2 formatting got added, but obviously I must have done so absentmindedly at some point.. 

I do think it would be handy if there was some kind of more clear indication that the level 2 formatting was set on in the paragraph.. there is no indication I'm aware of apart from the inclusion in the TOC..
