Description:
OPENING Used to create sag files with scilab and open them with LibreOffice. Till version 6.05 the file is opened, the background can be deleted, etc... The only problem is that vertical label are printer horizontal.
In versione 6.1 the file is opened as a block, you may break it, but the legend as an example disapper

Steps to Reproduce:
1.create a svg 
2.open the svg
3.observe the opening

Actual Results:
In versione 6.1 the file is opened as a block, you may break it, but the legend as an example disapper

Expected Results:
The file should be opened like in  version 6.0.5 and before

The svg "file open" filter had many bugs, which where not present in the "insert" filter. Because it would be too much effort to maintain both an "open" and an "insert" filter, the decision was to use the "insert" filter for file open too. "Break" is exactly the operation you need to get the same as in the old "open" filter.
