Description:
I'm creating new report in Base. Using creator oin deign mode unable to change label to your own name.

Steps to Reproduce:
1.create a report
2.define labels
3.labels shown as a label

Actual Results:
Unable to change labels

Expected Results:
labels editable


Reproducible: Always


User Profile Reset: Yes


OpenGL enabled: Yes
