If the meta doesn't point to open bugs, shouldn't it be closed?
Okay, can be done. But maybe there are bugs coming? A closed META won't be found by someone who searches for it to add a bug.

Just my personal opinion: META bugs are useless, worse it generates even more bugtrackers (just take a look at the number of them). IMHO just using the Keywords field should be sufficient.
