The text inside the menus such as in the format menus and other menus are blinking and their scrolling animation is not smooth. Its like a glitch or frozen animations. 
 
Open Libre Office Writer
Select the format menu 
Scroll down using using mouse or track pad
This issue is present in all the menus which consist of a scrolling animation.

It is a known screen buffering issue with CPU and HA rendering, not visible when OpenGL rendering is supported and enabled.
