Description:
Libre Office Draw is free software, why limit users the possibility of creating a more professional document.

The function of inserting a cut line into a document exported to the pdf format is connected with a margin in print.

I don't understand what you want. Please explain your desired function in more detail.
How should it look like in the UI?
Where should it be located in the UI?
What does it do?

Set to NEEDINFO.
