graphic toolbar in different apps

in MSO the graphic toolbar is in each app the same, in LibO the layout is in every app different. Not only the layout, also the arrangement.

eg. the standard toolbar layout is similar in all LibO apps.

I can fix this, but first I need an go before I start the work. For the different Notebookbar implementations I will do an standardisation.

If possible (e.g. rotate buttons in Writer vs. Calc), we should harmonize these toolbars. But there are also some functions that are just not available (e.g. drawing styles in Writer/Calc) or probably differently implemented (e.g. menu button for wrapping). So it's an individual case but in general I agree with the aim for harmonization.

(Don't think we need to involve more UX here and CC'ing was missing anyway.)

+1
As Heiko said, not all commands are available in every component. But to have identical and similar commands in sections which have the same order in the toolbars is an improvement.

I don't use drawing features many times, so maybe it's a good idea to ask heavy users?
