But I can confirm that using the LibreOFfice "internal" file dialog provides no keyboard navigation with <TAB>/<Shift><TAB> onto the "File type:" drop list widget.
Caolán McNamara committed a patch related to this issue. The patch should be included in the daily builds available at http://dev-builds.libreoffice.org/daily/ in the next 24-48 hours.
