Open the attached document.
Numbering should increase like this: 1, 1.1, 2, 2.1, 2.2.
Instead it's: 1, 1.1, 2, 1.2, 1.3.
Observed using LO 188.8.131.52.alpha0+ (2018-09-22, 8b1501d80dc9d3f42c351c6e026fa737e116cae5) & 3.3.0 / Windows 7.

Messy DOC with Heading3 is 2nd level numbering. So I set to Low.
But repro with today's 6.4+. No repro if DOC saved in MSO as DOCX.

Heading 3 is not considered to be part of Chapter Numbering (because iLvl and OutLvl don't match). So they can't share the same numbering style. One is the secret "Outline", and the other is WWN8um2
