Sample DOC

Open the attached document.
 
Numbering should increase like this: 1, 1.1, 2, 2.1, 2.2.
Instead it's: 1, 1.1, 2, 1.2, 1.3.
 
Observed using LO 6.2.0.0.alpha0+ (2018-09-22, 8b1501d80dc9d3f42c351c6e026fa737e116cae5) & 3.3.0 / Windows 7.

Messy DOC with Heading3 is 2nd level numbering. So I set to Low.
But repro with today's 6.4+. No repro if DOC saved in MSO as DOCX.

Duplicate of bug 104239.

Heading 3 is not considered to be part of Chapter Numbering (because iLvl[1] and OutLvl[2] don't match). So they can't share the same numbering style. One is the secret "Outline", and the other is WWN8um2
