Sample DOC

Open the attached document.

Numbering should increase like this: 1, 1.1, 2, 2.1, 2.2.
Instead it's: 1, 1.1, 2, 1.2, 1.3.

Observed using LO 6.2.0.0.alpha0+ (2018-09-22, 8b1501d80dc9d3f42c351c6e026fa737e116cae5) & 3.3.0 / Windows 7.

Confirmed on windows 7 x64 with Version: 6.0.7.1 (x64)
Build ID: 5d2cb2a5dd04fe174b336488731eb50bbb5faed3
CPU threads: 3; OS: Windows 6.1; UI render: default
Comment 3 Timur 2019-09-06 12:20:42 UTC
Messy DOC with Heading3 is 2nd level numbering. So I set to Low.
But repro with today's 6.4+. No repro if DOC saved in MSO as DOCX.
