Description:
Keyboard shortcuts don't work when keyboard is in Hebrew

Steps to Reproduce:
1. install hebrew (and in tools>options>language settings>languages mark as CTL Hebrew)
2. enter Hebrew mode alt+shift
3. write in Hebrew and try using shortcuts

Actual Results:
No keyboard shortcuts

Expected Results:
keyboard shortcuts


Reproducible: Always


User Profile Reset: No

I assume this issue got fixed in recent versions..
