This is a more severe re-occurrence of the problem reported in 120915. This time, however, LibreOffice entirely crashes upon attempted open of the file. I did open in "Safe Mode" as suggested to check config, made no difference. Still crashed.

Again, this file opens without problem in OpenOffice 4.1.5

I have set the bug's status to 'NEEDINFO'. Please change it back to
'UNCONFIRMED' if the bug is still present in the latest version.

could you please try:

- disable: Tools/Options.../LibreOffice/View   [ ] Use OpenGL for all rendering
- disable: Tools/Options.../LibreOffice/OpenCL [ ] Allow use of OpenCL
- restart LO
- open *.csv file

if this does not help, please give us a detailed description
(e.g. selected csv import dialog options), including lo version 
from menu help/About LibreOffice
