I read the links but they didn't seem to be relevant. I am wondering if you're here to put up some spam.

I get the link from another report about the same problem.
You can check them all here: https://bugs.documentfoundation.org/buglist.cgi?list_id=864496&query_format=advanced&short_desc=0xc000007b&short_desc_type=allwordssubstr

Hi, Alex, Sorry to jump in between but I want to suggest you one solution and i.e. Reintalling Microsoft .NET framework I have resolved this same error with this. Please check it and let me know if this works or not.
Comment 10 Alex Bach 2018-11-20 13:40:08 UTC
What version? I have two versions listed in my Control Panel Settings.
Comment 11 Roger Fedrer 2018-11-21 18:54:06 UTC
Hlo, Alex this is what you are asking for. You have to select Microsoft .NET framework 4.5.2 version.
Comment 12 Alex Bach 2018-11-22 14:21:57 UTC
Ok. I tried that but it didn't happen so. Microsoft said that you need administrator rights.
Comment 13 Roger Fedrer 2018-11-23 14:04:43 UTC
Then, check your hardware because I don't know any other method to solve this problem.
Comment 14 Alex Bach 2018-11-24 14:17:17 UTC
Are you sure it is not anything else?
Comment 15 Roger Fedrer 2018-11-29 09:49:22 UTC
