Description:
Documents starts to scroll (unintended) when reaching the ruler area with highlighting bucket tool active

Steps to Reproduce:
1. Open the attached file
2. Scroll to page 2 (green highlighting)
3. Click the highlighting button (without selection) (bucket mode)
4. Move the mouse to the green area (page starts scrolling already)
5. Move mouse down to bottom (scrolling down)
6. Move the mouse around the ruler (scrolling up) -> in attempt to reach the toolbar to disable

Actual Results:
Annoying scrolling around with bucket-mode active

Expected Results:
No scrolling when hoovering


Reproducible: Always

I had followed the steps, and the situation of scrolling started.
When I move my mouse in highlighting mode, the screen scroll with my mouse.
