Can you give an example of what you expect? To me, the "Presets" are exactly what you ask for. And consistent with all other places where borders are set.
I feel it would be better to make it easier to set the border if the menu is easier to reach, maybe add it to the sidebar/page section or maybe the toolbar in the UI instead of requiring one to open additional options for the page style as borders are a very commonly used page element
I don't think it's a very common use case (a border around the page?) and it is definitely not a frequently used feature. I wouldn't have added a page deck but nevertheless we could put the border stuff there together with background.
