Description:
If i place a picture in a new document and put a fontwork on it, after deselect the fontwork it is not selectable again.

Attached an example.



Steps to Reproduce:
1. Open a new document
2. Insert a picture
3. Place a fontwork over it. (The fontwork box must placed inside the picture box.)
4. Deselect the fontwork.
5. Fontwork is not selectable anymore




Actual Results:
Fontwork is not selectable anymore.

Expected Results:
Fontwork should be selectable.


Reproducible: Always


User Profile Reset: No



Additional Info:
If i put the fontwork in front of all object before placing it on the picture this problem did not happen.

There is a difference between the z-layer for fontwork/picture and fontwork/shape.
A new fontwork initially shown behind a shape, but infront of picture. I guess the z-layer is preventing to select the fontwork on the picture. It is visible but it lays under it and should not be visible. Deleting or moving the picture aside and the fontwork becomes selectable again.

I can not confirm this bug in macOS Sierra. In my case, I can select a fontwork on a picture.
