Insert Rows Below if used above hidden row should make visible and not hidden row.
1. open sample.ods
2. on visible row 1 (right-click or menu) Insert Row Below
3. see that new row 2 is not visible but hidden (as other 3 hidden rows)

Started with Insert Rows Below in LO 5.1. Still with LO 6.3+.

2. Test your bug

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
