In Northern Sámi as used in Norway at least (sme_NO), both sides of quotations use the RIGHT DOUBLE QUOTATION MARK ” (codepoint 8221 / 0x201d). Currently, Writer autocorrects the left side to LEFT DOUBLE QUOTATION MARK as in English. At least present in Ubuntu package 1:6.0.7-0ubuntu0.18.04.2
As a source for this, https://www.sametinget.no/content/download/870/file/Riekta%C4%8D%C3%A1llinr%C3%A1vvagat.pdf by the Sámi parliament, top of page 22 mentions says Sámegielas čállit daid seammaládje go ruoŧa-, dáro- ja suomagielas, ná: ”sátni”, muhto eŋgelasgielas dat čállojuvvojit ná: “word”. (which translates to In Sámi, the tradition is as in Swedish, Norwegian and Finnish like so: ”word”, while in English ones does like so: “word”. )
