Description:
Comment arrangement is changing to default after saving.

Steps to Reproduce:
    1. Create a new spreadsheet in LibreOffice Calc.
    2. Select the A1 cell and choose Insert→Comment.
    3. Type text.
    4. Select the A2 cell and choose Insert→Comment.
    5. Type text.
    6. Deselect the cell.
    7. Choose View→Comments.
    8. Select the comment and right-click.
    9. Choose Arrange→Send to Back.
    10. Save the file as ODS.
    11. Reload the file.

Actual Results:
The comment of the A2 cell is on top.

Expected Results:
The comment of the A1 cell should appear.
