Description:
Hello,

The contextual menu in most components in the sidebar is not accessible by keyboard

Steps to Reproduce:
1.Open a LibreOffice module including the sidebar
2.Go to the sidebar and find a component including a contextual menu using the right button
3.Try to access to the contextual menu with the menu key

Actual Results:
Nothing happens 

Expected Results:
Menu appears


Reproducible: Always


User Profile Reset: No

I confirm the issue on Debian GNU/Linux 9 "Stretch" with LibreOffice 6.1.5.

4a. If the bug was present with 3.3 - set version to 'inherited from OOo';
4b. If the bug was not present in 3.3 - add 'regression' to keyword
