Take an installation with the qtz_langpack
In Tools > Options > Language select KeyID as language and restart
Start Writer file, open menu Formatting
  > all key IDs are there
Open e.g. dialog Page style:
  > key IDs miss on strings in the dialog.

Could you please try to reproduce it with a master build from http://dev-builds.libreoffice.org/daily/master/ ?
I have set the bug's status to 'NEEDINFO'. Please change it back to 'UNCONFIRMED' if the bug is still present in the master build

and now, while a normal locale is selected (no keyID) I see some keyID's in a dialog :)

Use gen and they should be there, the gtk dialogs are using gettext directly so dont see the qtz trickery that unotools/source/i18n/resmgr.cxx does. Generating qtz.mo files might be a better solution that removes the need for the resmgr.cxx trickery and would make the gtk case work too.

I think the workaround suggested in Comment 8 is good enough for the very few users who need the KeyID feature. I added a note to https://wiki.documentfoundation.org/Language#KeyID
