Description:
After manually updating to version 6.2.0.3 (27 Feb 2018) extended tips is always active. Un-checking the option in Options/General does not deactivate it.Removing and installing 6.1.5.2 does not fix the problem.
Experienced this issue in native OS (Linux Mint 18), and reproduced it in a virtual machine on Kubuntu 18.10 and Ubuntu Mate 18.10

Steps to Reproduce:
1.Manually install version 6.2.0.3
2.Hover cursor over to see extended tips
3.Go to Options/General and un-check extended tips
4.Restart and confirm  that extended tips is still there

Actual Results:
Extended tips does not deactivate

Expected Results:
Extended tips should have deactivated
