Could you give a try to https://wiki.documentfoundation.org/QA/FirstSteps ? For example, perhaps LO tries to use OpenGL so you must be sure to have last version of your graphic card drivers.
I tried a couple of things to see if there was a combination of apps that caused this. I found if in Kaspersky protected screen in Firefox the Librewriter will loose it's ability to display any new menu. i.e. if it is running normal (Librewriter) and you look at a menu option it will be blank. What connection is the running Firefox got with a running Librewriter? Thanks Ken B
Dear Julien: Thanks a million, I unchecked the OpenGL option and it seems to work now!!
Great this workaround works! :-) Another thing you can try is checking if your graphic card drivers (which include OpenGL) are up-to-date. If it's not the case, update them and make a new try. If after the update, it still fails, it could be interesting you provide some extra information (see https://wiki.documentfoundation.org/QA/FirstSteps#Graphics-related_issues_.28OpenGL.29)

Don't understand why insufficent data. I entered a comment in this thread that it was solved and thanked for the help.
INSUFFICIENTDATA was wrong but FIXED too. Let's put this one to WFM. BTW https://bugs.documentfoundation.org/show_bug.cgi?id=123883#c4 can still be applied.
