To reproduce this
- Enter 17:00:00 in A1
- Enter 17:30:00 in A2
- Enter this formula in B2:  =A2-A1
- Enter this formula in C2:  =A2-A1
- change format of B2 to UU:MM:SS
- change format of B3 to [UU]:MM:SS

The value shown in B2 is 00:30:00, while in C2 00:29:59 is shown.

This is not an acceptable rounding error!
