LibreOffice writer suggests to correct straight apostrophes (which are called typewriter apostrophes I believe) to curlier ones. However, if the word is in all caps, for example: USSR's, it will be corrected to Ussr's (albeit with the curly apostrophe). I would assume the correction should be case insensitive. Apologies if this is not a bug, or if I am not using Bugzilla in its intended fashion.

You also don't mention which language pack, if any, you have installed, as the rules for apostrophe replacement can be affected by the language of the LO interface.
