Steps to Reproduce:
1. Open the attached file
2. Scroll down


Actual Results:
Slow scrolling

Expected Results:
Smooth scrolling

It's not a really slow scrolling, but when I use down arrow the scrollbar always jumps back. So I would confirm a bug summary "Problems with scrolling - tearing - with ..."

Scrolling speed is still inconsistent (slowdowns) especially with OpenGL enabled. 
Normal scrolling quite OK without OpenGL (however some delays are noticeable when holding page down/up)
